Was it just the fact that Zacharias questioned the power of God that he was made speechless?

It seems like a rather obvious question and a rather harsh punishment.

He was standing in the presence of an angel and didn’t believe. He was made speechless for less than a year, it wasn’t that severe a punishment considering.

Mary stood in the presence of the same angel and said "God’s will be done… her heart was in a different place but I bet his heart was in a different place at the end of the year too.
